Implementation of Ship Certificate Extension Policy in the Effort to Support the Ship Operation Process at Kesyabandaran Utama Office Tanjung Perak Surabaya

Services and performance in order to improve the quality of ship certificate renewal activities an effort support process operational at Tanjung Perak Surabaya Main Port Office requires assessment completeness shipworthiness by Marine Inspector (MI) as team verification a means assisting issuance extensions. This qualitative research analyzes for using Van Mater Horn policy implementation theory. Collecting data interviews, documentation observation. results show that extension Vessel Certificate very much needed service company agents various parts Indonesia, but its operation there are still many obstacles must be watched out for, namely from investigation on owner, captain who has weaknesses supervision due inadequate human resources lack understanding users, making it difficult implementing officers, so refers Metter theory, extending certificates not been optimal .
